Well, it's easy to understand your confusion there, because 'tilting' in this case has nothing to do with pinball, but the medieval sport in which two mounted knights with lances charged together and attempted to unhorse one another. So as you can imagine, try this with a windmill and you're, eh, pretty likely to lose.
Of course, people are also going to think you're nuts. So, that's the meaning, an action that's not only unlikey to succeed, but is also very poorly thought out, despite any other redeeming qualities. It's a reference to the story of Don Quixote, which later became a movie, and, eh, finally was made into the well known video game, Donkey Kong.
With the giant monkey substituting for the windmills, of course, since there are no windmills in Japan.
