So why in the HELL would anyone ever suffer "dizziness [or] nausea..." from taking a sugar pill?

They wouldn't. That's just the point. The sugar pill is a control so that testers can distinguish actual side effects from perceived side effects. If those who took the sugar pill complained about side effects, it's obvious that those were unrelated to the drug itself.
