As long as no one is aware you are "ogling," then age is not a factor. In fact, if the person is aware you are "ogling," again age is not a factor, since they can try to charge you with sexual harassment. The ability to get those charges to stick, though, would possibly be heavily weighted by the girl's age.
What if he is not asking about legal reprecussions, but instead what might be morally wrong?
