the MKandA threads reminded me...how young can a girl be before it becomes wrong for someone my age (22) to ogle her?

As long as no one is aware you are "ogling," then age is not a factor. In fact, if the person is aware you are "ogling," again age is not a factor, since they can try to charge you with sexual harassment. The ability to get those charges to stick, though, would possibly be heavily weighted by the girl's age.
