Since this being isn't corporeal, it wouldn't follow our same physical laws. So, the concept of being able to "move something" is at best extremely poorly defined, and most likely undefined.

Such a being would no doubt be able to choose whether or not it was "capable" of moving something at any given moment. Thus, it could choose to create something and not be able to move it at one time, and then decide to be able to move it at another.
