If conversatron left the known universe at 185,000 miles per second and turned on a flashlight, would the light out of the flashlight only be going 1000 miles per second since nothing can travel faster than the speed of light which is 186,000 miles per second?

So you are arguing for an anthropomorphic universe? It seems to me that even in an alternate universe would follow the same physical laws as our own for if it didn't, it very likely wouldn't exist at all.
