Maybe we should have mandatory foreign exchange in our schools, thus causing people to learn about other cultures, thus making war less likely. Any comment?

I believe your logic is flawed. Leaders make war, not schoolchildren. And some of Earth's bloodiest wars occured between people with an intimate knowledge of each other, such as the American Civil War, which quite often was literally 'brother against brother.'

And anyway, if there's one place more rife with prejudice, infighting, and violence than the Balkans, it's the elementary school playground.
